Why are new subscriptions paused?
Tibo points to the strain these subscriptions put on capacity. The stated aim is to protect the experience of current users and their continued access to Astra while capacity is expanded.
Does this announce a Codex quota reset?

September 19 official update: Pro $100 and a limited return path
The current OpenAI Help article lists Pro $100 as available and Pro $200 as the highest-usage tier. New $200 sign-ups and ordinary upgrades remain paused, but eligible customers whose $200 access ended can return once within a defined window. This is not a general reopening, a $300 plan announcement or a Codex reset.

When can new users subscribe again?
